SPAWAR Issues Request For Partners to Restore Naval Base Point Loma Old Town Complex

The Navy seeks to leverage their assets to meet their building needs without having to stick their hands in the money jar.


On Monday, September 18, 2018, the United States Navy issued a Request for Interest (RFI) on Federal Business Opportunities seeking information on how an interested entity could renovate, redevelop, and/or otherwise utilize up to 70.46 acres of the Naval Base Point Loma Old Town Complex (NBPLC OTC) site while providing new Government facilities in accordance with Navy Real Estate authorities.
Following the request, SPAWAR officials invited community members, in particular, contractors, developers, and real estate professionals to an Industry Forum. On Monday November 5, 2018, Pacific Coast Commercial along with 150 attendees were given a presentation along with a site tour of the facility.


Parts of the subject property date back to World War II. The vast warehouses were used to manufacture bombers. “With 21st Century warfare, electronic systems information technology, cyber warfare stuff, that these folks work on we need some 21st Century facilities,” said Yancy Lindsey, who commands Navy Region Southwest.
The Navy's high-tech hub needs to be rebuilt and the Navy has no budget to replace the complex. The hope is a developer will come up with a mixed-use development concept. The Navy would then get a new SPAWAR facility for free or reduced cost, in exchange for a long-term lease.

The subject property sits on 46.82-acre OTC 1 site research facility and a 23.64-acre parking OTC 2 site for a total of 70.46 acres of prime central San Diego real estate.
The land is Federal, which means it is not subject to city zoning, and will bypass coastal commission - no 30' limit. The site is located 2.5 miles from downtown San Diego and 3.6 miles to San Diego International Airport's Terminal 2.
The site is also located in the City of San Diego, Midway-Pacific Community Planning Area and has access to Old Town Transit Center. The sites are adjacent to Interstate 5, and close to the intersection of Interstate 5 and Interstate 8.
SPAWAR and SSC PAC (Space and Naval Warfare Systems Center Pacific) are currently the major tenants at the site. The Government will NOT guarantee occupancy, now will it provide guarantees of any other type.
The requirements for requests for interest are mission dependent and subject to increase/decrease accordingly:


ENVIRONMENTAL ISSUES:
Given the wartime aircraft manufacturing history of the Sites, there is known environmental contamination. The command is concerned about the health of all employees and ensuring their safety is a top priority. SPAWAR spent $26 million from 2013-2016 to upgrade the Old Town campus, but it was not enough to solve all the issues.
The Navy would like to have a new option in place for SPAWAR in the next two to three years. If you are interested, act NOW.

Due to the amount of information to be presented, the Government will only respond to written questions submitted by a certain date. The DON retains the right to respond to all, a portion of or provide no response to Industry questions.
