Kilroy Agrees to Scale Back Controversial Carmel Valley Project

Following intense negotiations with the city, Kilroy Realty has agreed to a scaled-down version of its proposed 1.4M sf One Paseo multi-use development in Carmel Valley, rather than face a potential public vote on this controversial project. As a result of the compromise, the city council has rescinded its February approval of the project, reports the San Diego Union-Tribune. The agreement, which scaled back the project’s office and retail components, allows Kilroy to refine plans for a smaller version of the project, before returning for planning and council approvals, the chief complaint was the project’s impact on local traffic.

Locals also feared this project could pave the way for denser development. A citizens group in March submitted signatures for a ballot referendum in June. Kilroy responded with an aggressive campaign, but enough valid signatures remained to bring the project to a vote. Polls have shown significant opposition to the project as originally proposed. 

While Kilroy hasn’t revealed the size of the scaled-down project company officials said the compromise would cut in half the impact on traffic. The deal also downsizes office tower height from nine to seven stories, and the entire development will be at least 30 feet from bordering streets. No details are available on whether the deal will reduce the number of residential units, but the original plan called for about 600 condominiums and apartments.
